Future Horizon games will be developed in collaboration with Guerrilla Games by Studio Gobo, a UK-based studio with co-development credits on games like Redfall and Hogwarts Legacy, among many others.
The business announced this information on social media, where it also posts job openings:

Horizon Forbidden West was released last year, and Guerrilla Games is currently working on a number of other projects. Both the PSVR2 launch title Horizon Call of the Mountain and the Forbidden West expansion Burning Shores will be almost complete. Future projects in Aloy’s world seem to involve a co-op multiplayer online game, a mobile spinoff, and perhaps even an MMORPG. These are presumably the ones that Studio Gobo will help with.
The results of Studio Gobo’s labors won’t be evident for quite a few years, but considering that the 110-person studio joined Guerrilla, Sony’s Horizon plans must be quite expansive.
